AG Loretta Lynch Announces ‘Pattern of Excessive Force’ at Chicago PD

Attorney General Loretta Lynch on Friday morning announced the results of a 13-month Department of Justice Pattern and Practices investigation into the Chicago Police Department.

AG Lynch said the investigation found a “pattern of excessive force” within the department and her office, through the DOJ Civil Rights Division, will now oversee an overhaul of the department and its practices.

The DOJ faulted the Chicago Police for poor training of officers, which they say leads to excessive police force and police shootings.

The CPD and DOJ agreed to a court-ordered consent decree that will be overseen by an independent monitor.

The shooting of 17-year-old LaQuan MacDonald by a Chicago police officer and the subsequent outrage resulting from that shooting reportedly played a large role in the Justice Department’s decision to open an investigation into the Chicago PD.
